There’s not enough space to park in Seoul, so double parking is very common. It’s not a problem if your car is blocked in by someone else. In some cases the cars are in neutral, so you or a parking attendant can just roll the offending car out if the way. If not, a peek in the windscreen will have the owner’s telephone number on display. Just give them a ring, even in the middle of the night, and they’ll come out to move their car.
