It can be difficult to build a sense of community in a city. The sheer number of people makes it hard to have the consistent interaction and shared experience that creates community. Often children are the catalyst for this interaction and experience, so what happens in a city like San Francisco where dogs outnumber children? You end up with parks becoming default dog parks where jugs of water are made available for the new catalyst of community, the dog.
