India enacted minimum wage and minimum working days with those wages with much hype. There was public audit initially but I doubt the enthusiasm which was initially seen exists now or not. In most areas labours are just not available making the available resources virtually loot with any price they demand. At the same time most labourers are sitting with no work to do and government is doling out wages for nothing. A mismatch that could have figures using technology or some extraordinary innovation.
